<br />craft or type of worker and
<br />mechanic needed to execute
<br />the contract in the locality in
<br />which the work is to be
<br />performed, and not less than
<br />the general prevailing rate of
<br />per diem wages for holiday
<br />and overtime work as
<br />determined by the Director of
<br />Industrial Relations of the
<br />State of California shall be
<br />paid to all workers employed.
<br />Each bid shall be
<br />accompanied by cash, a
<br />cashier's or certified check
<br />payable to the City of Santa
<br />Ana, or bid bond issued by a
<br />corporate surety, for an
<br />amount not less than ten
<br />percent (10 %) of the
<br />aggregate of the bid, as a
<br />guarantee that the BIDDER
<br />will enter into the proposed
<br />contract if the same is
<br />awarded to him. The
