The design and improvements of the proposed project will <br /> not cause substantial environmental damage or substantially <br /> and avoidably injure fish or wildlife or their habitat. <br /> <br /> A mitigated negative declaration (MND) was prepared <br /> pursuant to the California Environment Quality Act for <br /> the project. The Applicant is requesting site plan approval for the project (Site Plan <br /> Review No. 2012-01). The zoning designation for the subject property is <br /> Specific Development Plan No. 43 (SD-43). <br /> <br /> 1.
