To comply with this mandate, the City will be referring the project to the ALUC. Submittal to <br /> ALUC cannot occur until the FAA has provided clearance and after the Planning Commission action, <br /> but prior to City Council action. An application has been submitted for FAA review and clearance and <br /> is pending, though such clearance is expected given the project's height as compared to the other <br /> buildings in the immediate vicinity. <br /> <br /> After the Planning Commission hearing of January 23, 2012, staff received from the FAA written <br /> documentation of no hazard to air navigation for the Met at South Coast. This determination allows <br /> staff to submit to the ALUC for a determination of consistency. On February 1, 2012 staff submitted a <br /> request for determination. The item is anticipated to be placed onto the ALUC's February 16, 2012 <br /> agenda. <br /> Conclusion <br /> <br /> Based on the analysis provided within this report, staff recommends that the Planning Commission <br /> recommend that the City Council approve the amendment to Development Agreement No. 2004-03, <br /> Zoning Ordinance Amendment No. 2012-01, Vesting Tentative Tract Map No. 2012-01 as <br /> conditioned and Site Plan Review No. 2012-01 as conditioned. <br /> <br /> The staff analysis identified areas where the proposed project did not meet the standards set by <br /> other projects recently approved within the MacArthur Place area, as well as identifying portions of <br /> the plans that are lacking in information. Conditions of approval have been included in the attached <br /> resolutions to require more detailed plans.
