Approve the proposed FY 2012 -2013 Emergency Solutions Grant Program, which includes <br />the second installment of FY 2011 -2012 Emergency Solutions Grant Funds. <br />2. Direct the City Attorney to prepare and authorize the City Manager and the Clerk of the <br />Council to execute agreements with non - profit agencies and /or sub - recipients awarded <br />funds as part of the approved program, subject to non - substantive changes approved by <br />the City Manager and City Attorney. <br />DISCUSSION <br />The Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009 (HEARTH <br />Act), enacted into law on May 20, 2009, consolidates three of the separate homeless assistance <br />programs administered by HUD under the McKinney -Vento Homeless Assistance Act into a single <br />grant program, and revises the Emergency Shelter Grants program and renames it as the <br />Emergency Solutions Grants (ESG) program. <br />This interim rule revises the regulations for the Emergency Shelter Grants program by establishing <br />the regulations for the Emergency Solutions Grants program, which replaces the Emergency <br />Shelter Grants program. The change in the program's name, from Emergency Shelter Grants to <br />Emergency Solutions Grants, reflects the change in the program's focus from addressing the <br />needs of homeless people in emergency or transitional shelters to assisting people to quickly <br />regain stability in permanent housing after experiencing a housing crisis and /or homelessness. <br />For FY 2011 -2012, the City received a total of $471,714 in ESG funds, which was provided in two <br />installments. HUD divided the allocation into two installments to allow entitlement communities to <br />continue providing services until regulations governing the new ESG program could be created. <br />25A -1 <br />
