REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MARCH 19, 2012 <br />TITLE: <br />SECOND AMENDMENT TO AGREEMENT <br />WITH GTSI CORPORATION FOR <br />ADDITIONAL SERVICES (UASI FUNDED) <br />t <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1st Reading <br />❑ Ordinance on 2 "d Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and the Clerk of Council to execute the attached agreement with <br />GTSI Corporation, a Delaware Corporation, to amend the scope of services to add exercise <br />planning and coordination support and to increase the compensation by an amount not to exceed <br />$29,817. <br />DISCUSSION <br />The United States Department of Homeland Security has developed the Urban Areas Securities <br />Initiative (UASI) funding program. UASI provides funds to local emergency first responders to <br />enhance security and overall preparedness to prevent, respond to, and recover from acts of <br />terrorism. The grant specifically provides for interoperable communication equipment, planning, <br />training, and exercises. <br />The City of Santa Ana acting through the Santa Ana Police Department in its capacity as a Core <br />City and lead agency for the Anaheim / Santa Ana Urban Area under the Urban Areas Security <br />Initiative ( "UASI "), has applied for, received and accepted a grant from the United States <br />Department of Homeland Security, which developed the Interoperable Emergency <br />Communications Grant Program ( IECGP). The IECGP provide funds to emergency first <br />responders to improve interoperable emergency communications, including communications in <br />collective response to natural disasters, acts of terrorism, and other man -made disasters. <br />The Cal SIEC Southern Planning Area (SPA) is the governing body of the interoperable <br />emergency communications and is responsible for, coordinating training and exercises, <br />establishing Standard Operating Procedures, coordinating usage drills between operational areas <br />that inspire solutions for improving regional interoperability. One of the methods SPA <br />accomplishes this coordination is through exercises known as a "Radio Rodeos." Rodeos bring <br />federal, state, and local agencies together to participate in exercises that will establish common <br />usage procedures, interoperability channels and improving the understanding of the different <br />communications systems. <br />25D -1 <br />
