REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />APRIL 2, 2012 <br />TITLE: <br />RESOLUTION AUTHORIZING ABSENCE <br />WITH PAY FOR APPROVED CITY <br />EMPLOYEES WHO STAFF POLLING <br />LOCATIONS ON ELECTION DAY <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution authorizing the City Manager to approve absence with pay for approved <br />City employees who volunteer to staff a polling location on election day. <br />DISCUSSION <br />On January 8, 2002, the Orange County Board of Supervisors initiated a program in which <br />County employees volunteer to serve as poll workers on election days. The intent of the <br />program is to provide a stable pool of trained poll workers during elections to ensure that each <br />polling place operates efficiently and effectively. <br />On March 19, 2012, the County of Orange Registrar of Voters asked Santa Ana and other <br />cities to assist in this effort by releasing employees on June 5, 2012 to supplement the number <br />of County employees and other poll workers operating polling locations on this primary election <br />day. <br />City employees who volunteer and are approved by their supervisors for this duty will be <br />released from work for training and election day duties. These volunteers will work from <br />approximately 6:00 a.m. to 9:30p.m. on election day and will receive their normal workday <br />salary. A three -hour training on election day duties will be provided by the County and will <br />include preparing and closing the polling place, issuing ballots, explaining the electronic voting <br />system, and answering voters' procedural questions. <br />FISCAL IMPACT <br />As City employees will be released from budgeted positions, there will be no additional costs <br />associated with this action. However, there will be a loss of productive work hours and a <br />55C -1 <br />
