Carvalho as City Attorney for the <br />City of Santa Ana - Personnel Services Agency <br />Mayor Pro Tem Alvarez, expressed concern that the City contracting with <br />a firm rather than an employee; Does the Charter permit?; City did not <br />receive proposals from other firms; <br />Councilmember Bustamante, summarized process performed by City; <br />many services being contracted out for cost saving purposes; <br />Councilmember Sarmiento, noted that Council sub-committee reviewed <br />candidates; asked whether the City Attorney's Office in its entirety Council <br />be outsourced; contract will save money by having flat fee and no <br />retirement cost; <br />Councilmember Benavides, thanked Interim City Attorney Joe Straka; <br />believe that proposed hybrid model would better serve the interest of the <br />community; <br />Councilmember Tinajero, requested clarification of role with the City of <br />Bell scandal.
