Santa Ana receives and administers HOPWA funds on behalf of the entire Orange County region. <br />2. HOPWA-funded programs and services will be available countywide. <br />CDBG-funded activities will be available to income-eligible households, i.e., households with <br />an income equal to or less than 80 percent of the County median income or in areas of the <br />City where HUD has determined at least 51 percent of residents meet the 80 percent <br />median income standard (see MAP 1).1 HOME-funded activities will also benefit <br />homeowners at the 80 percent income standard and renters with lower incomes. ESG will <br />be limited to programs that prevent eminent eviction/foreclosure or assist those <br />individuals/families that are already homeless and need appropriate housing and/or <br />support services. As indicated in TABLE 2, HOPWA funds will be utilized to support programs <br />that address the housing and service needs of Orange County residents living with <br />HIV/AIDS. <br />Pursuant to the Citizen Participation Plan and HUD requirements, the City prepared the <br />draft 2012-2013 Action Plan in compliance with the City's citizen participation process. The <br />draft 2012-2013 Action Plan was available for public review for a 30-day period. This <br />comment period began March 19, 2012 and ended April 17, 2012. Additionally, a public <br />hearing was held April 17, 2012 to receive additional public input on proposed 2012-2013 <br />HUD-funded activities. A public notice regarding the 30-day comment period and public <br />hearing was published on March 19, 2012 (see EXHIBIT 1).
