2010/11-2014-15 CITY OF SANTA ANA CONSOLIDATED PLAN I SUBSTANTIAL AMENDMENT TO THE <br />2011/12 ACTION PLAN <br />SUBSTANTIAL AMENDMENT TO THE FISCAL <br />YEAR 2011-2012 ACTION PLAN <br />INTRODUCTION <br />This is the First Amendment to the City of Santa Ana's Fiscal Year 2011-12 Annual Action Plan, <br />which was submitted to the U.S. Department of Housing and Urban Development (HUD) on <br />May 15, 2011. This Amendment is necessary to allow the City to receive Emergency Solutions <br />Grant (ESG) stage 2 funds that constitute a special allocation of FY 2011-12 ESG funds. <br />On November 15, 2011, the Department of Housing and Urban Development (HUD) posted the <br />interim rule for the Emergency Solutions Grants program and Consolidated Plan conforming <br />amendments (Interim Rule) on HUD's Homelessness Resource Exchange website at <br />www.hudhre.info. On December 5, 2011, the Interim Rule was published in the Federal Register <br />(see 76 FR 75954). Also on November 15, HUD announced the amounts of the second allocation <br />of FY 2011 Emergency Shelter Grants program/Emergency Solutions Grants program funds. To <br />receive funds from the second allocation, the City must prepare and obtain HUD approval of a <br />substantial amendment to its Fiscal Year 2011-2012 Annual Action Plan.
