Approve a Funding Analysis with a total estimated construction cost of $226,165. <br />DISCUSSION <br />The Plaza Santa Ana project is an 8,785 square -foot open -air plaza located at the northwest <br />corner of 4th and French Streets in downtown Santa Ana (Exhibit 1 ). The City acquired the property <br />in 1984 and licensed the site for use by EI Faison Mercado from 1984 to 2005. In 2010, the site <br />was cleared and has been available as public open space for the surrounding neighborhoods. <br />A concept plan was prepared by the Parks, Recreation and Community Services Agency (PRCSA) <br />to provide improvements that will enhance the location and provide better use as neighborhood <br />open space. Improvements include additional lighting, ADA enhancements, raised planters, <br />landscaping and irrigation, and repair and replacement of the existing concrete and bricks. <br />On November 28, 201 1 , this concept plan was presented to a three - member Council <br />Subcommittee on Parks, Recreation, Education and Youth (PREY), that reviewed the plan and <br />recommended it for approval by the City Council. On March 5, 2012, in response to concerns <br />brought forth to the City Council, staff reviewed the concept again with the PREY Councif <br />subcommittee and made minor revisions. <br />
