SUMMARY SCOPE OF WORK FOR DEFINITION AND ANALYSIS OF INITIAL OPERATING <br />SEGMENTS FOR THE SANTA ANA -GARDEN GROVE FIXED GUIDEWAY <br />In support of the definition and analysis of an Initial Operating Segment (IOS) for the Santa Ana -Garden <br />Grove Fixed Guideway, the Cordoba Team will complete the following tasks in conjunction with the <br />Santa Ana and Garden Grove Fixed Guideway Corridor Study. <br />Conceptual Engineering <br />The Cordoba Team will develop design concepts for Initial Operating Segments (IOS's) for Streetcar 1 <br />and Streetcar 2 with the western terminus of the project in the vicinity of Raitt Street, and two <br />alternatives for the location of the 0&M facility (near Raitt Street and near SARTC). The concept design <br />will include review of spacing and locations of the substations, development of an operating plan for <br />each IOS (Streetcar 1 and Streetcar 2), determination of the number of vehicles required to support <br />each IOS, review and modification of the 0&M facility layouts to reflect phased implementation of the <br />project, and preparation of capital and operating cost estimates for each IOS. <br />Alternatives Analysis <br />The Alternatives Analysis currently underway, will be modified to include discussion of the IOS's. Within <br />the context of the appropriate full length Build Alternative, analysis of the IOS's relative to the <br />evaluation criteria and measures of effectiveness will be prepared. The purpose will be to describe the <br />advantages and disadvantages of the IOS's as a component of the full Build Alternative, thereby <br />highlighting the relatives advantages/disadvantages of one Build Alternatives compared to another in <br />terms of phased implementation. The results of the detailed evaluation of the Build Alternatives and <br />the IOS's will be documented in the Alternatives Analysis Report, to be used in conjunction with the <br />Draft EIR/EA towards the selection of a Locally Preferred Alternative. <br />Draft EIR/EA <br />The Cordoba Team will modify the Administrative Draft Environmental Document and the relevant <br />technical reports to include analysis for the two IOS's. Analysis for IOS 1 and 2 will largely be presented <br />in terms of how the environmental impacts for the IOS's would differ from the full length Build <br />Alternatives. While the discussion of these environmental impacts would be largely qualitative and <br />based on the analyses conducted for the full length Build Alternatives, in some areas of the <br />Administrative Draft Environmental Document and Technical Reports, specific discussion will be added <br />to describe any localized impacts in the vicinity of the western terminus station at Raitt that would be <br />attributable to the IOS's as opposed to the full length Build Alternatives. <br />The Cordoba Team will also provide the draft language that will be used to introduce the IOS's as part of <br />Chapter 2 of the Draft EIR/EA and applicable technical reports. <br />Exhibit A-1 <br />
