Set Public Hearing For <br /> r CONTINUED TO <br /> FILE NUMBER <br /> CITY MANAGER <br /> <br /> <br /> RECOMMENDED ACTION <br /> Direct the City Attorney to prepare and authorize the City Manager and the Clerk of the Council <br /> to execute the attached agreement with the Orange County Sheriff's Department for helicopter <br /> services, subject to non-substantive changes approved by the City Manager and City Attorney in <br /> the annual amount not to exceed $351,842. <br /> <br /> DISCUSSION <br /> In October 1994, the City of Santa Ana began participating in the Airborne Law Enforcement <br /> Services (ABLE) program. ABLE was a regional helicopter program, which combined resources <br /> from the City of Costa Mesa, the City of Newport Beach and the City of Santa Ana. On July 1, 2011, <br /> ABLE was no longer in existence. <br /> <br /> Airborne Law Enforcement Services allow the Police Department to provide a rapid enhanced <br /> response to incidents posing the greatest risk to the public, including robberies, burglaries, assaults, <br /> and fleeing felons. The purpose of this contract with the Orange County Sheriff's Department is to <br /> provide helicopter services for the City of Santa Ana from July 1, 2012 through June 30, 2013. This <br /> program is being funded with asset forfeiture funds and will comply with applicable regulations. In <br /> addition, the Santa Ana Police Department will provide one full-time sworn pilot/observer to the <br /> Orange County Sheriffs Department. <br /> FISCAL IMPACT <br /> <br /> Funds for the recommended action will be available for the fiscal year 2012-13 in account no. <br /> 02614450-62300. <br /> <br /> APPROVED AS TO FUNDS AND ACCOUNTS: <br /> <br /> <br /> Paul M.
