Walters as City Manager and approve employment agreement. <br /> 2. Adopt resolution appointing Paul M. Walters as Police Commissioner. <br /> 3. Place ordinance on first reading and authorize publication of title creating the classification of <br /> Police Commissioner and designating as a Peace Officer. <br /> <br /> DISCUSSION <br /> <br /> The City Charter Section 500 authorizes the City Council to appoint a City Manager. The City <br /> Manager is the chief administrative officer of the City who, under the direction of the City Council, <br /> is responsible for the administration of all City affairs. <br /> <br /> In May 2011, the City's long standing City Manager retired and the City Council appointed Police <br /> Chief Paul Walters as interim City Manager. Mr. Walters successfully performed all the duties <br /> and responsibilities during this interim appointment and the City Council is now desirous of <br /> appointing Mr. Walters on a permanent basis. <br /> <br /> In addition, the City Council wishes to simultaneously assign Mr. Walters the duties and <br /> responsibilities of Police Commissioner, a position that creates and reinforces collaborative <br /> relationships with regional, state and federal agencies. Police Commissioner functions are <br /> performed through the office of the City Manager and are not additionally compensated. <br /> The proposed Employment Agreement, a copy of which is attached as Exhibit A, is for an initial <br /> three (3) year term and shall automatically renew, unless terminated at the direction of the City <br /> Council, for two (2) separate one-year terms without further action from the Council. The <br /> agreement allows Mr. Walters to perform all the functions and duties of a city manager as <br /> specified in the City Charter, and in addition pursuant to City Charter Section 700 simultaneously <br /> <br /> <br /> <br /> 5OA-1 <br />
