Recommended that the City Council approve and authorize the City Manager and Clerk of the <br /> Council to execute agreements for Workforce Investment Act Formula Youth funds for the <br /> following Youth Program Operators for Program Year 2012-2013 in the amount of $991,795, <br /> subject to non-substantive changes approved by the City Manager and City Attorney: <br /> <br /> A. Orange County Therapeutic Arts Center $175,000 <br /> B. Santa Ana Public Library $160,000 <br /> C. Taller San Jose $126,795 <br /> <br /> D. Orange County Conservation Corps $250,000 <br /> E. Santa Ana WORK Center - STEM Project $160,000 <br /> <br /> F. NAPSAC $120,000 <br /> <br /> 2. Recommended that the City Council approve and authorize the City Manager and Clerk of the <br /> Council to extend the term of the Memorandum of Understanding with the Santa Ana WORK <br /> Center for Youth Service Provider Navigator services to June 30, 2013 and allocate funding in <br /> the amount of $321,355. <br /> <br /> DISCUSSION <br /> Under the Workforce Investment Act (WIA), the Santa Ana Workforce Investment Board (WIB) and <br /> its Youth Council are required to procure and make funding recommendations in order to provide <br /> WIA services to local qualified at-risk youth. <br /> <br /> On February 6, 2012, the RFP was released with ten agencies submitting proposals for <br /> consideration. On March 19, 2012, the RFP Review Committee, comprised of three Youth Council <br /> members, reviewed the proposals and finalized recommendations to fund six youth service <br /> providers. The requests are reflected in the funding recommendation chart (Exhibit 1). These <br /> funding recommendations take into account the WIA requirement to ensure at least thirty percent <br /> of the youth funds are spent on Out-of-School Youth and the Youth Council's commitment to serve <br /> 25K-2 <br />
