AND OCEAN BLUE <br />ENVIRONMENTAL SERVICES, INC. FOR <br />STORM DRAIN FACILITY CLEANING AND <br />SPILL RESPONSE <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on I" Reading <br />❑ Ordinance on 2 "d Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and the Clerk of the Council to execute the attached agreements for <br />storm drain facility cleaning and spill response services, subject to nonsubstantive changes <br />approved by the City Manager and City Attorney with: <br />• United Storm Water, Inc. in an amount not to exceed $250,000. <br />• Ocean Blue Environmental Services, Inc. in an amount not to exceed $250,000. <br />DISCUSSION <br />The California Regional Water Quality Control Board enforces the Federal National Pollutant <br />Discharge Elimination System ( NPDES) Stormwater Permit that regulates pollution from entering <br />the waters of the United States. Compliance with this NPDES permit and the Federal Clean <br />Water Act requires the cleaning of all City -owned drainage facilities and the mitigation of all <br />discharges of pollutants (spills) that could lead to the waters of the United States. <br />On October 17, 2011, the City Council authorized the Public Works Agency to release a Request <br />for Proposals to qualified consulting firms to provide on -call services to comply with the <br />requirements of the NPDES permit. The above services were advertised on the City's website <br />and qualified firms were contacted. Five firms submitted proposals and the proposals were <br />evaluated by the Public Works Agency. Each firm was evaluated based on qualifications of the <br />firm, staffing and project organization, work plan, and cost and price (contractor personnel). <br />American Integrated Services, Inc. was disqualified because it failed to submit a proposal deposit. <br />Following is the list of the responsive firms and their respective scores- <br />25D-1 <br />
