HUIZAR, Clerk of the Council <br />PLEDGE OF ALLEGIANCE Mayor Pulido <br />AGENDA ITEM TAKEN OUT OF ORDER <br />50A AMEND SANTA ANA MUNICIPAL CODE CHAPTER 10, ARTICLE XII, <br />PERTAINING TO PROXIMITY RESTRICTIONS FOR REGISTERED SEX <br />OFFENDERS TO CHILDREN'S FACILITIES - Police Department <br />The following spoke on the proposed ordinance: <br />• Frank Lindsay, opposes proposed ordinance; commented on California <br />Sex Offender Management Board reports published in April, 2011. <br />• Janice Belluci, President of the California Reform Sex Offender Laws <br />organization; opposes proposed ordinance; restore constitutional rights <br />for all offenders; noted that 10th Circuit Court of Appeals overturned <br />decision to ban offenders from public library; and advocated for <br />additional research. <br />• Robert Curtis, opposes proposed ordinance; opined that parole agents <br />currently hold offenders accountable. <br />• Elisa Lindsay, daughter of registered offender, commented that father's <br />record expunged, he continues to be on the list; opined that civil rights <br />stripped and unconstitutional. <br />CITY COUNCIL MINUTES <br />RITAK <br />MAY 21, 2012 <br />
