RESOLUTION NO. 2012-016 <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA AUTHORIZING THE SUBMISSION OF <br />PROJECTS FOR FUNDING UNDER THE <br />BICYCLE CORRIDOR IMPROVEMENT PROGRAM <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines and <br />declares as follows: <br />A. The United States Congress enacted the Safe, Accountable, Flexible, <br />Efficient, Transportation Equity Act - Legacy for Users (SAFETEA - LU) <br />August 2005, which makes Congestion Management and Air Quality <br />(CMAQ) funds available to the Orange County Transportation Authority for <br />transportation-related projects that reduce congestion and improve air <br />quality. <br />B. The Orange County Transportation Authority (OCTA) administers CMAQ <br />funds for projects that improve safety and convenience for bicycle <br />commuters through the Bicycle Corridor Improvement (BCI) Program. <br />C. OCTA has established the procedures and criteria for reviewing proposals <br />for Projects to be funded through the BCI Program. <br />Section 2. The City Council of the City of Santa Ana nominates the following projects <br />and authorizes the City Manager and/or the Executive Director of the Public Works <br />Agency to submit applications for Bicycle Corridor Improvement Program funding: <br />• Newhope Avenue bike lane from Westminster Avenue to McFadden Avenue <br />• First Street bike lane from Harbor Boulevard to Newhope Street <br />• Chestnut Avenue bike lane from Standard Avenue to Grand Avenue <br />• Maple Bike Trail Enhanced Crossings <br />Section 3. The City Council of the City of Santa Ana certifies that, if selected, the City <br />will provide the required twelve percent (12%) matching funds, and will have sufficient <br />funds to operate and maintain the project(s). <br />Section 4. The City Council of the City of Santa Ana authorizes the City Manager and/or <br />the Executive Director of the Public Works Agency to execute and submit all documents <br />Resolution No. 2012-016 <br />Page 1 of 3
