The Academy Charter High School MND 1 City of Santa Ana Planning Division <br />conduct environmental reviews under CEQA. Chad also worked at least one day a week at City Hall to provide <br />follow-up hands-on training and CEQA advisory services as an extension of staff for a six-month period. Chad <br />worked with City planners and staff in other City departments during his time on -site at City Hall to review <br />environmental documents prepared by City planning staff, provide advice related to CEQA/ National <br />Environmental Policy Act (NEPA), and answer general questions regarding the environmental review process <br />relative to the City entitlement process. He continues to offer general advice over the phone and occasional <br />document review on an as -needed basis. <br />Reference: Karen Haluza, AICP, Planning Manager, City of Santa Ana, 20 Civic Center Plaza, Santa Ana, <br />California 92707, (714) 667-2728 Year Completed: Contract completed in 2011 <br />Multiple New School Development Program—LAUSD <br />ICF has been providing a full range of environmental consulting services to the LAUSD since 1998 under the <br />program management of Chad Beckstrom. Over the past 13 years, ICF has been involved In planning and <br />compliance for more than 100 school facilities in the greater Los Angeles area, including new schools, <br />additions, and modernizations to existing campuses. Our range of services also involved preparation of <br />CEQA environmental documentation; development of mitigation monitoring plans; facilitation of community <br />outreach, scoping meetings, and public hearings; preparation of technical studies (i.e., aesthetics, air quality, <br />noise, biological resources); development of standardized templates for consistency of environmental <br />documentation; pipeline and railroad risk assessments; and cultural resources analysis and documentation. ICF <br />continues to work with the LAUSD during the planning and entitlement phases of new schools, which are aimed <br />to provide new classrooms to address overcrowding and increased school enrollment. Below, we provide two <br />recent specific LAUSD project examples: <br />a South Region High School No. 12 EIR—LAUSD <br />iCF prepared an EIR for a new 2,025-seat high school located on a 24-acre redevelopment site in southeast <br />Los Angeles. The redevelopment site consisted of industrial land uses including 34 business, the buildings <br />of which would be acquired and demolished to accommodate the new school site and the businesses would <br />be relocated. The site also included portions of Green Meadows Park, which was proposed to be upgraded <br />with new facilities as part of a joint use agreement with the City of Los Angeles. ICF conducted technical <br />studies related to aesthetics, air quality and health risk, cultural resources, hazardous materials, noise, and <br />traffic/circulation. Each of these issues was determined to have significant impacts that required our staff to <br />work with the LAUSD to develop rigorous mitigation. For example, aesthetic impacts resulted from the <br />proposed installation of sports field lighting that would require directional aiming and shielding. The project <br />also resulted in air quality impacts from demolition of the existing structures and construction of new <br />facilities, which required dust suppression and equipment modifications. Health risk investigations revealed <br />that acute and chronic exposure to surrounding Industrial emission sources could potentially affect students <br />and faculty. ICF conducted cultural resources studies that revealed potentially historic propertles that <br />required documentation to determine level of significance. In addition, due to the existing and former <br />industrial operations, hazardous materials were present and required extensive cleanup efforts prior to <br />development of the site. We also conducted noise studies and worked with the LAUSD to design measures <br />to minimize noise to classrooms. Finally, traffic studies found deficiencies in the surrounding roadway <br />network, parking availability, and drop-off locations, which required intersection and roadway improvements, <br />as well as operating restrictions. ICF was able to bring our technical expertise and CEQA prowess to <br />complete the EIR in a timely manner, while disclosing and mitigating the significant environmental effects. <br />Year Completed: February 2008 <br />A Valley Region High School No. 9 EIR—LAUSD <br />ICF prepared an EIR for a new high school campus on the campus of Robert Fulton College Preparatory <br />School (RFCPS) in the community of Van Nuys in the City of Los Angeles, The project involved locating <br />ICF <br />
