(Y / N) t Date <br />Deliverable # 28 — SPA III Fall Exercise <br />Exercise Planning and Coordination <br />Statement of Work <br />The Cal SIEC Southern Planning Area has recognized the importance of regularly scheduled training and <br />exercises. The SPA Strategic Plan, Goal 4 -Training and Exercise, states that "...the SPA will ensure that regular <br />interoperable communications training and exercise opportunities are coordinated regionally among public <br />safety practitioners".... Goal 5 of the Strategic Plan further states the "...SPA will support routine usage of <br />regional interoperable communications equipment and Standard Operating Procedures..." The Strategic Plan <br />Goal 5, Initiative S 12 breaks this down even further by stating that the SPA will "... Coordinate and facilitate a <br />regular schedule of interoperability usage drills between operational areas designed to identify gaps in <br />communications capability between contiguous operational areas that will inspire solutions for improving <br />regional interoperability..." Internal to the SPA, over the last couple of years the Inland Interoperability Group <br />has conducted an exercise dubbed the "Radio Rodeo" which brings together agencies from within San <br />Bernardino and Riverside counties and also a number of agencies from Los Angeles, Orange, San Diego and <br />Imperial Counties, as well as several state and federal agencies. This exercise has proven valuable in <br />establishing common usage procedures, interoperability channels and improving the understanding of the <br />different communications systems within the Inland Interoperability Group and how to improve <br />interoperability. The"Radio Rodeo' also allows respective agencies to actually bring their mobile <br />communications equipment to a central site and actually establish communications links between their <br />respective systems and for agency personnel to see firsthand the type of equipment that neighboring agencies <br />are operating on. Failures to communicate are examined and often interoperab:.lity fixes are identified. <br />The SPA would like to expand the "Radio Rodeo' concept to include as many of the Southern Planning Area <br />Operational Areas as possible. This would have to be accomplished on a voluntary basis and with minimal cost <br />to participating agencies. It is envisioned that this could be accomplished through setting up regional "Radio <br />Rodeos" or clusters which could in turn be linked through the use of existing communications interoperability <br />methods and channels and allow multiple clusters to communicate with each other. The additional effort <br />required for the planning and coordination support to accomplish the expansion would be provided by Willdan <br />Homeland Solutions. This support would consist of outreach to the respective Operational Areas which make up <br />the SPA to: <br />• Solicit and determine participation <br />• Establish an acceptable date to conduct the exercise in the October 2012 timeframe which could <br />maximize participation <br />• Determine cluster locations with input from SPA membership <br />• Develop goals and objectives with input from SPA membership <br />• Publish those goals and objectives in the form of an exercise plan <br />• Distribute exercise plan information <br />• Assist in planning, coordinating, and overseeing all exercise functions <br />• Assist in gathering and distributing lessons learned through an after action report <br />• Gather lessons learned from each participant and publish exercise results through an after action report <br />The intent of the exercise would not be to demonstrate agency response to a large scale event or to conduct a <br />full scale exercise but rather to allow communicators to meet and resolve issues between respective <br />communications systems and work on improving communications operability and interoperability. This <br />communications exercise would better prepare the respective agencies to meet those challenges in the future in <br />a more ambitious exercise or real world event. <br />GTS!
