For the remain - <br />crime ing 13.4 %, the arrest was elsewhere. <br />When sex offenders were arrested for <br />new sex crimes after their release, the <br />new arrest typically occurred in the <br />same State that released them. Those <br />arrests are referred to as "in- State" <br />arrests. When released sex offenders <br />left the State where they were incarcer- <br />ated and were charged by police with <br />new sex crimes, those arrests are <br />referred to as "out -of- State" arrests. <br />All sex offenders <br />Of the 9,691 released sex offenders, <br />517 were rearrested for a new sex <br />crime within 3 years. Most of those sex <br />crime arrests (85.2% of the 517, or 440 <br />men) were in the same State that <br />released them (table 32). Seventy - <br />seven of them (14.8% of the 517) were <br />arrests in a different State. <br />Sex offenders compared <br />to non -sex offenders <br />The 15 States in this study released <br />262,420 non -sex offenders in 1994, of <br />whom 3,328 were rearrested for a new <br />sex crime within 3 years (not shown in <br />table). Of the 3,328 non -sex offenders <br />arrested for a new sex crime, an <br />estimated 10% were men rearrested <br />outside the State that released them. <br />The 15% figure for released sex <br />offenders was high by comparison <br />(table 32). <br />Rapists and sexual assaulters <br />A total of 155 released rapists and 362 <br />released sexual assaulters were <br />rearrested for a new sex crime within <br />the 3 -year followup period. In -State <br />arrests for new sex crimes accounted <br />for 85% of the rearrested rapists and <br />85% of the rearrested sexual <br />assaulters. Out -of -State arrests <br />accounted for the rest. <br />A total of 221 child molesters were <br />rearrested for a new sex crime (not <br />necessarily against a child) after their <br />release (table 33). Among the 221 <br />were 191 (86.6 %) whose new sex <br />crime arrest was in the same State that <br />Of all statutory rapists, 5% (22) were <br />rearrested for a new sex crime after <br />their release. Of these 22, none had <br />the new arrest outside the State that <br />released them. <br />Table 32.
