Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute the attached amendment to the <br />agreement with West Coast Arborists, Inc. extending the current agreement for three years <br />through fiscal year 2014/2015, for a contract amount not to exceed $765,000 annually for the <br />term of the agreement, subject to nonsubstantive changes approved by the City Manager and <br />City Attorney. <br />DISCUSSION <br />The Public Works Agency is responsible for the maintenance of approximately 65,000 street trees <br />and 3,000 median trees. The work performed is a component of the City's tree management <br />program and is planned based upon the tree species pruning cycle. The City has utilized the <br />services of West Coast Arborists, Inc. (WCA) since 1997 to provide tree-maintenance services. <br />The City and the contractor have had an excellent public/private partnership over the term of the <br />contract working with neighborhoods and the community on tree-care issues. WCA has been <br />entitled to annual CPI increases for the last three years, however, they have chosen not to <br />exercise the CPI increase. Last year WCA also agreed to reduce their pruning price by 30 <br />percent to allow for a light pruning option. <br />The integrity, health, and preservation of Santa Ana's urban forest remain the common goal for <br />both WCA and the City. WCA has two one-year options remaining on its current agreement <br />which include CPI adjustments. To minimize increases to the City budget during the next several <br />years, WCA is proposing a three year renewal with no CPI increases and will guarantee the <br />current level of service. <br />Staff recommends approving the proposed extension because West Coast Arborists, Inc. has <br />performed well and has established an excellent working relationship with the City, and this <br />proposal financially benefits the City. <br />25B-1
