CONTINUED TO <br />FILE NUMBER <br />CITY ANAGER <br />RECOMMENDED ACTION <br />Authorize the City Manager and Clerk of the Council to execute the attached cooperative <br />agreement with the City of Costa Mesa to implement the Fairview Street Traffic Signal <br />Synchronization Project, subject to non-substantive changes approved by the City Manager <br />and City Attorney. <br />DISCUSSION <br />In 2006, Orange County voters approved Measure M2, which included provisions for funding the <br />Regional Traffic Signal Synchronization Program (RTSSP) in the amount of $10 million per year. <br />The RTSSP provides funding for projects that develop and maintain multijurisdictional traffic signal <br />synchronization on major arterials throughout Orange County. <br />On June 30, 2011, the Orange County Transportation Authority Board approved the funding <br />request submitted by the participating Cities of Costa Mesa and Santa Ana for implementation of <br />traffic signal synchronization and improvements on 31 traffic signals along Fairview Street from <br />Newport Boulevard to Garden Grove Boulevard. The Measure M2 grant approved for the <br />project is $620,000, with the local agencies providing a 20 percent match of $155,000. <br />Santa Ana's share of the match is $75,759. <br />The City of Costa Mesa is the lead agency in design, construction, and management of the <br />project. The cooperative agreement identifies the roles and responsibilities of Costa Mesa and <br />Santa Ana. The agreement also stipulates that Costa Mesa is committed to implementing the <br />project and will provide oversight to maintain interjurisdictional synchronization on Fairview <br />Street during the three-year grant period. <br />25G-1
