SECTION 3, PERSONNEL EXPERIENCE <br />ORGANIZATIONAL STRUCTURE <br />Since 1968 Central Parking System has grown to be the largest parking and enforcement <br />services provider in the country. Privately held since 1997, today the corporation operates <br />nearly 2,400 facilities in over 60 cities across the United States with over 14,000 employees <br />nationwide. The Company is built on the fundamentals of integrity and delivery of the high- <br />est level of service to patrons and clients. <br />PROFESSIONAL TEAM <br />Central Parking System's local leadership consists of veteran parking professionals who are <br />responsible for executing our operations and recommendations. Brief descriptions of each <br />member of the team are listed below, with enclosed resumes for local team members: <br />Robert Kamper, VP- Municipal Division Bob Kamper is Vice President of Municipal Services <br />and P-3 (Public Private Partnership). Bob is dedicated to large scale institutional and govern- <br />mental On and Off Street contracts including conducting continual best practices and opera- <br />tional audits. He will be a key member of Central's management team for Santa Ana. His <br />background includes progressive parking management experience in multiple major mar- <br />kets including Tampa, Nashville, New Orleans, Charlotte, Denver and Baltimore. In addition, <br />Bob has been directly responsible for turnkey operations throughout the country for major <br />municipalities. He completed the Standard Operating Procedures for Central Parking Sys- <br />tem's Operational Excellence team in 2007. Mr. Kamper is a Graduate of Elmhurst College <br />where he earned a B.A. in Psychology. <br />Muhammad Mansoor, General Manager-Orange County, California Muhammad has over <br />16 years of management experience with 9 years in the parking industry. He had diverse <br />experience in accounting and retail management prior to joining Central Parking in 2003. <br />His current experience includes working with major Municipal clients within the greater Los <br />Angeles and Orange County areas, including the City of Newport Beach, the City of Long <br />Beach, the City of Anaheim, the City of Riverside and the City of Carson. He is also responsi- <br />ble for company operations and contract compliance at other key projects within Orange <br />County, such as the Toll Roads of Orange County, Downtown Anaheim Portfolio, Anaheim <br />Hilton/Convention Center, UCI Medical Center, the Offices of South Coast Plaza, including <br />the Orange County Performing Arts Center, and Westin South Coast Plaza. Muhammad is <br />also responsible for the management of Parking Enforcement Program for the City of New- <br />port Beach. In the past, he spearheaded the Street Sweeping Enforcement Programs for the <br />City of La Habra and the City of Carson, including oversight of the adjudication process for <br />the City of La Habra under their Street Sweeping Enforcement Program. <br />Peter Cho, Senior Operations Manager-Orange County, California Based out of our Costa <br />Mesa office, Peter is a well-seasoned manager with over 17 years of parking industry and <br />customer service experience. Peter co-managed the Street Sweeping programs for the City <br />of La Habra and the City of Carson in the past. His most recent experience includes parking <br />enforcement program for the City of Newport Beach and parking management for the City of <br />Riverside. He is directly responsible for all aspects of parking management, including client <br />satisfaction, revenue controls, full P&L responsibility, specials events, valet and self-parking, <br />and mixed-use projects. He will act as a primary contact for the City of Santa Ana. <br />Jeff Hosfeld, Proposed Manager--City of Santa Ana Jeff Hosfeld has over 5 years of experi- <br />ence in the parking industry. He currently serves as the Project Manager of the Eastern <br />Foothill Transportation Corridor of the Toll Roads. In his current assignment, he is directly <br />responsible for the day to day operation of the busiest and most challenging Toll Plaza that <br />serves as a gateway between the Inland Empire and Orange County. Jeff currently manages <br />a staff of 25 employees including 4 Assistant Managers and 4 supervisors. He is responsible <br />for client satisfaction, traffic control, traffic volume forecasting, staffing and employee <br />schedules. Prior to joining our Toll Roads operation, Jeff was a Project Manager at Park <br />Place in Irvine, CA. He was part of a team that managed this high end commercial /retail <br />mixed use real estate campus with over 4,000 parking spaces in four parking structures.
