CITY OF SANTA ANA PUBLIC WORKS AGENCY <br />REQUEST FOR PROPOSAL FOR STREET SWEEPING (RFP) <br />1. INTRODUCTION <br />The City of Santa Ana is issuing this request for proposal (RFP) for the sweeping of approximately 72,000 <br />annual curb miles of City streets on a bi-monthly, weekly or twice-weekly basis in a phased implementation <br />program. The City is seeking proposals for four sweeping service scenarios. The City intends to award a <br />seven (7) year contract, with provision for one, seven-year renewal option based on the contractor <br />performance, for a maximum total of 14 years. The contract shall require 400 annual curb miles of free <br />sweeping for special events, parades, and similar events, inclement weather sweeps and roadway <br />hazards. Furthermore, the selected Contractor shall be required to solicit employment opportunities to <br />Santa Ana residents and participate in community events and programs. In addition, the selected <br />Contractor shall extend offers of employment to any displaced street sweeper equipment operators for a <br />minimum of one year and at a rate commensurate to their last base salary amount as an equipment <br />operator with the City of Santa Ana. <br />This solicitation for services will require alternative-fuel sweepers ONLY, as defined by AQMD Rule 1186.1: <br />an alternative-fuel sweeper means a sweeper with engine(s) that use compressed or liquefied natural gas, <br />liquefied petroleum gas (propane), methanol, electricity, or fuel cells. Hybrid-electric and dual fuel <br />technologies that use diesel fuel are not considered alternative-fuel technologies for the purposes of Rule <br />1186.1. <br />II. PERIOD OF CONTRACT <br />Unless earlier terminated as allowed for in the Agreement, contract term shall be for a period of seven (7) <br />years. The contract term is anticipated to commence after City Council award of this contract and upon <br />receipt and approval of all required bonds and insurance documents. The projected contract award date is <br />February 6, 2012 and may be adjusted as necessary. <br />III. OPTION OF RENEWAL <br />The term of this Agreement shall have provision for one, seven-year renewal option at the discretion of the <br />City and City Council approval unless the City notifies Contractor in writing at least thirty (30) days before <br />the end of the initial term or any extended term, of its intent to terminate the Agreement at the conclusion of <br />the initial term or any extension. Time is of the essence in the performance of services under this <br />Agreement. <br />IV. FISCAL NONFUNDING CLAUSE <br />In the event sufficient budgeted funds are not available for a new fiscal period, the City shall notify the <br />provider of such occurrence in writing at least thirty (30) days before the end of the current fiscal period and <br />contract shall terminate on the last day of current fiscal period without penalty or expense to the City. <br />V.
