Project 11 -6744 <br />Request for Approval of Change Order No. 2 <br />January 2, 2013 <br />Page 3 of 4 <br />CHANGE ANALYSIS <br />DETAILED JUSTIFICATION <br />The City's Pavement Management System identified Broadway from Anahurst Place to <br />First Street as a high priority for rehabilitation. The pavement has deteriorated due to <br />weather, age, heavy usage, and poor drainage. Portions of the adjacent curb and <br />gutter, driveway approaches, curb ramps, and sidewalks are either missing or in <br />disrepair and require replacement. A contract was awarded to All American Asphalt on <br />July 16, 2012 for the rehabilitation of Broadway; the improvements include the <br />reconstruction of the pavement, replacement of damaged concrete curb and gutter, <br />driveway approaches, and sidewalk, and the construction of new cross gutters and <br />wheelchair ramps. <br />The contract documents call to cold mill 141,000 SF of the existing Asphalt Concrete <br />(A.C.) pavement down to the existing P.C.C. pavement, remove the Portland Cement <br />Concrete (P.C.C.) pavement, then cement treat the base and repave with new A.C. <br />pavement. Subsequent to the cold milling operation it was discovered that the majority <br />of the existing P.C.C. pavement is structurally sound and can be used in lieu of the <br />cement treated base at a significant cost savings. To accommodate this revision, there <br />is approximately 40,000 SF of P.C.C. pavement that is 2" - 4" too high and needs to be <br />ground down. A unit price of $1.25/SF was negotiated to grind off the excess P.C.C. <br />pavement with an estimated quantity of 40,000 SF totaling $50,000. Consequently, by <br />modifying the street sections an estimated savings of $190,000 was realized by <br />deleting the P.C.C. removal and cement treating; with an aggregate estimated savings <br />of $140,000 to the contract; see attached Cost Impact Analysis. Therefore it is <br />recommended to grind off the excess P.C.C. pavement. <br />REVISED DETAILS <br />
