REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />AUGUST 6, 2012 <br />TITLE: <br />AGREEMENT FOR COMMERCIAL REAL <br />ESTATE LEASING SERVICES <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1St Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and the Clerk of the Council to execute the attached agreement with <br />CIBA Real Estate for leasing services at the Santa Ana Regional Transportation Center, in a total <br />amount not to exceed $60,000 with an additional 15% contingency, subject to nonsubstantive <br />changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Santa Ana Regional Transportation Center (SARTC) is the focal point of transportation in <br />Orange County, with an overall estimated weekday count of 2,995 visitors a day. The SARTC <br />building contains approximately 35,000 square feet of rental space. Currently, there is one vacant <br />5,200- square -foot suite located on the first floor of the SARTC. <br />The suite was previously occupied by the City's WORK Center for a grant program that expired at <br />the end of June 2011. Given the conditions of the commercial real estate market, staff has not <br />been able to acquire a new tenant despite multiple efforts. Therefore, staff recommends retaining <br />professional commercial real estate leasing services for the vacant space with an added <br />contingency for additional services should other rental spaces within the facility become available <br />during the term of the agreement. <br />Request for Proposals (RFPs) were sent to 20 local and regional commercial real estate firms. <br />Two proposals were received and evaluated based on the criteria set forth in the RFP as follows: <br />CRITERIA <br />CIBA Real Estate <br />CB Richard Ellis <br />Responsiveness to RFP <br />26.7 <br />25.0 <br />Experience of Firm and Personnel <br />25.0 <br />24.3 <br />Compensation <br />37.0 <br />29.3 <br />TOTAL <br />88.7 <br />78.6 <br />25D -1 <br />
