WORK STUDY SESSION <br />C. DISCUSSION OF SB 2 EMERGENCY SHELTER AND TRANSITIONAL HOUSING <br />ORDINANCE <br />Associate Planner Melanie McCann provided presentation on Senate Bill 2 — <br />Planning for Emergency Shelters. The changes created by SB 2 require cities to <br />adopt zoning that allows for the siting of emergency shelters, transitional housing <br />and supportive housing. <br />' Commissioners Mill and Turner inquired about the proposal to convert the OCTA <br />bus depot along Santa Ana Blvd. into a homeless services center. Mr. Trevino <br />indicated that, while that proposal wasn't currently being pursued, that the City has <br />been in ongoing discussions with the County to find ways to allow for the <br />coordinated provision of services to the homeless in the Civic Center area. <br />Commissioner Nalle discussed the appropriateness of placing homeless shelters in <br />land zoned for Industrial uses. Planning Manager Haluza indicated that Industrial <br />and Commercial areas were being considered, but that no specific properties had <br />been identified and that further study would be needed. <br />1. PUBLIC COMMENTS (on non -agenda items) <br />Daisy Gonzalez, representing The Kennedy Commission, expressed her interest in <br />the City's efforts to establish new zoning to be compliant with SB2. <br />2. STAFF COMMENTS <br />Planning Manager Haluza announced that staff would be making a presentation to <br />the City Council Public Safety Committee on July 24, 2012 to discuss the progress <br />made to date on potential revisions to the City's alcohol sales and entertainment <br />regulations. <br />3. PLANNING COMMISSION MEMBER COMMENTS <br />No Comments <br />4. EXCUSE OF ABSENCES <br />Commissioner Mill moved to excuse the absences of Chairman Alderete and <br />Commissioner Yrarrazaval.
