Contract Award For Centennial Park Waterfowl Sanctuary <br />And Thornton Park Wetlands Restoration <br />August 20, 2012 <br />Page 2 <br />Both projects are funded by the Habitat Conservation Fund Program which was established under <br />the California Wildlife Protection Act of 1990 and provides grant funds for enhancement and <br />restoration of riparian habitats throughout the State. <br />The Notice Inviting Bids was advertised on July 5 and 6, 2012 and bids were opened on July 25, <br />2012. A total of seven bids were received and all were <br />responsive. STL Landscape, Inc. submitted a written request to withdraw their bid prior to the bid- <br />opening hour, as stipulated in the Notice Inviting Bids. The lowest bid was submitted by Green <br />Giant Landscape, Inc. for $151,104. <br />ENVIRONMENTAL IMPACT <br />Environmental Review Nos. 2006-146 and 2006-153 has been completed and a Notice of <br />Exemption filed pursuant to the California Environmental Quality Act. <br />FISCAL IMPACT <br />The funding analysis shows a total estimated construction cost of $196,360 for the project <br />(Exhibit 2). Funds are available in the State Habitat Conservation Fund (accounting unit <br />16913262-66220). The appropriation adjustment will recognize $172,064 in the Parks Acquisition <br />& Development Fund (accounting unit 31413002-50001) and appropriate this amount as matching <br />funds (accounting unit 31413260-66220) for the projects. <br />23A-2
