Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution approving the Relocation Plan for Grand Avenue Widening project from First to <br />Fourth Street. <br />DISCUSSION <br />Grand Avenue is a major north-south transportation facility, which is designated as a major arterial <br />highway in the City's Circulation Element of the General Plan, and carries in excess of 35,000 <br />vehicles per day. The widening of Grand Avenue between First and Seventeenth Streets has been <br />a long-term priority project that will be constructed in several phases. Improvements include the <br />widening of the street from two to three lanes in each direction, raised landscaped medians, and <br />curb, gutter, and sidewalk construction. The Public Works Agency is in the process of acquiring <br />property for Phase I between First and Fourth Streets, and expects to complete the acquisition <br />process by June 2013. Construction is expected to start in the summer of 2013. <br />The primary purpose of the Relocation Plan is to outline the requirements for moving and re- <br />establishing the displaced residential and business occupants, and to demonstrate the level of <br />advisory and financial assistance that will be provided. Based on occupant interviews, needs <br />analyses, and searches for appropriate replacement sites, the Agency estimates relocation costs <br />to be approximately $2,110,000. <br />The Draft Relocation Plan was made available for public review for 30 days beginning July 7, <br />2012. Each potentially displaced occupant was given written notification of the availability of the <br />Relocation Plan and his/her opportunity to submit questions and comments. The Relocation Plan <br />was available for review at the City library, the Clerk of the Council's office, the Public Works <br />Agency's counter and the City Public Works Agency website. In addition, the Advisory Notice was <br />mailed to all displaced residential and business occupants and owners. All questions and <br />comments have been incorporated into the final Relocation Plan. <br />55A-1
