7/25/121ss <br />RESOLUTION NO. 2012-039 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA APPROVING THE RELOCATION PLAN FOR THE <br />GRAND AVENUE WIDENING PROJECT BETWEEN FIRST AND <br />FOURTH STREET (PROJECT No. 08-1732) <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA, AS <br />FOLLOWS: <br />Section 1: The City Council of the City of Santa Ana ("Council") hereby <br />finds, determines and declares as follows: <br />A. Since 2006, the City of Santa Ana, in cooperation with the <br />California Department of Transportation (Caltrans) and the Orange <br />County Transportation Authority (OCTA) has designated the Grand <br />Avenue Widening Project (the "Project") as a long term priority <br />project. <br />B. The first phase of the Project, between First Street and Fourth <br />Street, will improve that section of roadway from a congested four- <br />lane primary arterial to a six-lane multimodal street to meet the <br />major arterial classification of the City General Plan Circulation <br />Element and the County of Orange Master Plan of Arterial <br />Highways, and the requirements of the US Department of <br />Transportation, Federal Highway Administration. <br />C. The Santa Ana Public Works Agency has identified ten (10) parcels <br />which will be acquired to complete Phase I of the Project, affecting <br />17 commercial occupants and one residential tenant. <br />D. Pursuant to California Government Code section 7260, et seq., a <br />public entity is required to adopt a relocation plan, by resolution, <br />whenever it enters into an agreement for acquisition of real property <br />which would lead to displacement of people from their homes or <br />commercial property. <br />E. The relocation plan has been prepared in conformance with <br />applicable provisions of the California Government Code §7260, et <br />seq., Relocation Guidelines (California Code of Regulations, Title <br />25, Chapter 6), and the federal Uniform Relocation Assistance and <br />Real Property Acquisition Policies Act of 1970 (URA), and has been <br />made available for public review since July 7, 2012.
