Based on IDIS report PROS as of 08/09/2012 <br />HUD funds were expended on activities aimed <br />at meeting the many challenges faced by the <br />City of Santa Ana, that is, to preserve and <br />create a quality living environment for all <br />residents, and to address the City's community <br />vision as delineated in the 2010-2014 <br />Consolidated Plan. <br />This CAPER also evaluates the City's efforts to meet priority need goals identified in the <br />Consolidated Plan - 2011-2012 is the second year of the 2010-2014 Consolidated Plan cycle. <br />Exhibit 4 is comprised of several HUD tables that provide a summary of five-year accomplishments. <br />DEFINITIONS OF INCOMES <br />HUD requires that the City track and report accomplishments based on the household income of <br />program beneficiaries. Income categories are based on the median income for Orange County, <br />which equaled $85,300 for a family of four in 2012. Income categories used throughout this <br />document are defined as follows: <br />¦ Extremely Low-Income: household income between 0% and 30% of the area median income <br />¦ Very Low-Income: household income between 31% plus and 50% of the area median income <br />¦ Low-Income: household income that ranges from 51% plus to 80% of the area median income. <br />Some HUD reports refer to all households with incomes under 80% of the area median income <br />as "Low- and Moderate-Income.") <br />¦ Middle-income: HUD has designated this new income category for households participating in <br />certain programs funded with NSP.
