II. SUMMARY OF RESOURCES AND DISTRIBUTION OF FUNDS <br />HUD requires that the City identify the federal funds that were available during the report period <br />that were used to further the objectives and goals of the City's Consolidated Plan. The City must <br />also outline how these funds were committed and expended. Based on IDIS PR05 report as of 08/09/2012; may include program income. <br />Additionally, the City is required to identify the geographic distribution of federal funds utilized <br />during the report period. <br />¦ CDBG program funds were expended based on program criteria. For example, public services <br />were available on a citywide basis for qualified beneficiaries; fair housing and program <br />administration activities were also carried out on a citywide basis. Housing code enforcement <br />and community development projects (e.g., street and park improvement projects) were <br />carried out in the City's Low- and Moderate-Income Area; i.e., areas of the City where the <br />majority of residents meet HUD's Low- and Moderate-Income definition - see EXHIBIT 1 - MAP <br />LOW/MOD AREA & AREA OF MINORITY CONCENTRATION MAPS. <br />¦ HOME funds were utilized to support housing rehabilitation activities for Very Low-Income <br />homeowners and tenants. To qualify for these funds an evaluation of household income was <br />undertaken. <br />¦ ESG funding was used to support programs that helped prevent homelessness or that assisted <br />those already homeless with emergency/transitional housing and related support services. To <br />ensure only eligible households were assisted, each program participant was required to <br />document their risk of homelessness or reason for homelessness. <br />¦ HOPWA funding was limited to activities that assisted persons living with HIV/AIDS and <br />immediate family (as applicable). <br />HUD also requires the City to indicate if resources were utilized to benefit areas with racial/ethnic <br />minority concentrations. Based on 2010 Census Bureau race/ethnicity estimates, Santa Ana is over <br />78% Hispanic/Latino; this population resides throughout the City. The second largest minority <br />population in Santa Ana is Asian, which comprise approximately 10.5% of the City's population. <br />08/23/2012 5 <br />19C-13
