B. Matching Resources <br />Program regulations require that the City <br />match ESG expenditures dollar for dollar. <br />Subrecipients receiving Santa Ana's ESG funds <br />are informed of this match requirement during <br />the application process and are required to <br />identify the amount and sources of matching <br />funds. During the course of the year, a <br />certification and copies of checks, award <br />letters, etc. that document match funds is <br />required by the City. Activity and Beneficiary Data <br />Emergency Solutions Grant Program Performance reports show ESG expenditures by type of <br />activity, expenditure rate and number of persons assisted (EXHIBIT 11). ESG recipients are required <br />to provide quarterly accomplishment reports which contain all HUD required data for IDIS <br />reporting. Over the past years the City has revised ESG report forms in an effort to capture <br />required HUD data more efficiently. Presently there are no significant problems in collecting, <br />reporting, or evaluating the information reported by subrecipients. The reliability of data is <br />reviewed during annual on-site monitoring visits. <br />D. Homeless Discharge Coordination <br />The City has certified to HUD that it will undertake efforts to develop and implement a homeless <br />discharge plan. HUD has stated that as part of the City developing and implementing a homeless <br />discharge coordination policy it may use ESG homeless prevention funds to assist Very Low-Income <br />individuals and families at risk of becoming homeless after being released from publicly funded <br />institutions such as health care facilities, foster care or other youth facilities, or corrections <br />institutions or programs. <br />On a regional basis, the County's Housing and Community Services Department has taken the lead <br />in developing and implementing a discharge plan for the entire county and has solicited the <br />assistance of cities such as Santa Ana. As this plan evolves, the City will explore various options in <br />programming that ensures the needs of Santa Ana's residents are met while also addressing <br />regional planning efforts. At the present time ESG homelessness prevention funds are not being <br />utilized in support of a discharge plan. <br />08/23/2012 57 <br />19C-65
