City of Santa Ana <br />Environmental Checklist <br />Mitigation Measure AQ -3: During construction, architectural coating material shall be Super - <br />Compliant Low VOC paint that meets "super - compliant" VOC standard of <10 g/L of the South Coast <br />Air Quality Management District (Rule 1113). These requirements shall be specified in the final <br />architectural plans to be approved by the City of Santa Ana Planning and Building Agency prior to <br />issuance of building permits. <br />Operational Impacts <br />Regional air pollutant emissions associated with project operations would be generated by the <br />consumption of electricity and natural gas and by the operation of on -road vehicles. Pollutant <br />emissions associated with energy demand (i.e., electricity generation and natural gas consumption) <br />are classified by SCAQMD as area source emissions. <br />Mobile- and area - source emissions were calculated using the CalEEMod emissions inventory model, <br />which multiplies an estimate of daily VMT by applicable EMFAC2007 emissions factors.' The <br />CaIEEMod model output and worksheets for calculating regional operational daily emissions are <br />provided in Appendix A. As shown in Table 3 -7, regional emissions resulting from the operation of <br />Phase I on its own, along with the fully completed project (Phase I and Phase 11 together) would not <br />exceed regional SCAQMD thresholds for CO, NOx, PM10, ROC, SOx, or PM2.5. Thus, operation of the <br />proposed project would not exceed regional SCAQMD thresholds, and regional operations emissions <br />would result in a less - than - significant long -term regional air quality impact. No mitigation measures <br />are necessary. <br />Table 3 -7.
