City of Santa Ana <br />Environmental Checklist <br />monetary incentives, voluntary actions, and market based mechanisms (e.g., cap -and -trade system). <br />Some examples include the following: <br />• Mobile - source GHG emissions reduction measures <br />o Pavley emissions standards (19.8% reduction) <br />o Low carbon fuel standard (7.2% reduction) <br />o Vehicle efficiency measures (2.8% reduction) <br />• Energy production related GHG emissions reduction measures <br />• Natural gas transmission and distribution efficiency measures (7.4% reduction) <br />• Natural gas extraction efficiency measures (1.6% reduction) <br />o Renewables (electricity) portfolio standard (33.0% reduction) <br />These reductions in mobile- source and energy production GHG emissions would occur in addition to <br />the project - specific GHG emissions reductions discussed above (Mitigation Measures GHG -1 through <br />GHG -3). Project- specific mitigation measures would reduce project - specific GHG emissions related <br />to energy consumption and water use by 10 and 20 %, respectively. Overall, the proposed project <br />would be consistent with the AB 32 goal of reducing state -wide GHG emissions to 1990 levels by <br />year 2020. Currently no other GHG reduction plan (i.e., SCAG, SCAQMD, County or City) applies to <br />the proposed pproject.
