City of Santa Ana <br />Environmental Checklist <br />respective Residential Screening Level per the USEPA is arsenic. The Environmental Site Assessment <br />determined that the level of arsenic found on site is reflective of the natural background for arsenic <br />in soils and shallow groundwater in the region. Because this is reflective of the natural condition, the <br />project site would not be considered a hazard related to arsenic. The testing also identified <br />pesticides; however, the pesticide levels were found to be within Residential Screening Levels and <br />do not create a hazardous material condition on the project site. As described previously under <br />VI ll.b., the previously identified hazardous materials related to a UST and asbestos containing <br />materials on site have been removed. Therefore, there are no existing hazardous materials on site <br />that would create a significant hazard to the public or the environment <br />e. For a project within an airport land rise plan or, where such a plan has not been adopted, <br />within 2 miles of a public airport or public use airport, would the project result in a safety <br />hazard for people residing or working In the project area? <br />No Impact. The project site is not within 2 miles of any public or private airport facility. John Wayne <br />Airport is located about 8 miles southeast of the project site, and the Fullerton Municipal Airport is <br />located approximately 11 miles to the northwest (Google Earth 2011). The project site is not located <br />within the boundaries of the Airport Environs Land Use Plan ( AELUP) for john Wayne Airport or the <br />Fullerton Municipal, which is administered by the Airport Land Use Commission (ALUC). As such, <br />the proposed project would not conflict with the ALUC or any other applicable rules and regulations <br />as they pertain to airports and airport safety, and no impacts would result upon implementation of <br />the proposed project. <br />f. Fora project within the vicinity of a private airstrip, would the project result in a safety hazard <br />for people residing or working in the project area? <br />No Impact. The project site is not located within the vicinity of a private airstrip. As described above <br />under V11I.e, the closest airport facility is John Wayne Airport, which is a public airport. The project <br />site is located outside of the ALUEP and would not be subject to the rules and regulations as they <br />pertain to this airport. Additionally, because there are no private airstrips within the vicinity of the <br />project, no hazard impacts related to private airstrips would occur with implementation of the <br />proposed project. <br />g. Impair implementation of or physically interfere with an adopted emergency response plan or <br />enrergencyevacuation plan? <br />Less -than- Significant Impact. Emergency response and evacuation is the responsibility of the City <br />of Santa Ana Fire Department. The City of Santa Ana also maintains a Natural Hazards Mitigation <br />Plan (NHMP); however, there are no designated emergency evacuation routes or location- specific <br />goals or policies addressing emergencies. The NHMP identifies three primary hazard risk areas, <br />which include earthquakes, flooding, and wind storms. <br />Direct access to the project site for emergency vehicles is provided on the western side of the site <br />along North Fairview Street. Construction activities would occur within the project site and would <br />not restrict access of emergency vehicles to the project site. After construction of the project, <br />emergency access to the site would remain via North Fairview Street. The project is required to <br />design and construct internal emergency access, and size and location of fire suppression facilities <br />(e.g., hydrants and sprinklers) to conform to Fire Department standards.
