City of Santa Ana <br />Environmental Checklist <br />provided by normal building construction when constructed in areas exposed to greater than 60 dB <br />CNEL" (City of Santa Ana 1982). <br />Table 1 of the City's noise element sets interior and exterior noise limits for Institutional land uses at <br />45 dBA and 65 dBA CNEL, respectively. Institutional land uses refer to land uses such as hospitals, <br />school classrooms /playgrounds, churches, and libraries. <br />Article IV, Section 18 -314 of the City's Municipal Code specifies permitted hours for construction <br />activities. Noise associated with construction of any real property is exempt provided that it does <br />not occur between the hours of 8 :00 p.m. and 7:00 a.m. on weekdays, including Saturday, or any <br />time on Sunday or a federal holiday (City of Santa Ana 2011). <br />Discussion <br />Would the project; <br />a. Expose persons to orgenerate noise levels in excess of standards established in the local <br />general plan or noise ordinance, at- applicable standards of other agencies? <br />Less - than - Significant Impact with Mitigation Incorporated. Impacts related to construction and <br />operation of the proposed project are discussed separately below. <br />Construction <br />Construction activities related to development of the project would occur in two phases. <br />Construction of Phase I is anticipated to take approximately 13 months and construction of Phase If <br />is anticipated to take 12 months, as described in the Project Description, Construction activities <br />would cause short -term elevated noise levels at the residential land uses to the south and east; and <br />at the St. Edna Subacute & Rehabilitation Center to the north of the proposed project site. <br />As described above and provided in (Table 3 -14), existing noise levels at short -term measurement <br />location ST -5 were approximately 57 dBA Leq, which is representative of noise at sensitive receivers <br />to the north, east, and south. Noise levels at short -term measurement location ST -1 were <br />approximately 69 dBA Leq, which is representative of the existing noise at sensitive receivers to the <br />west of the project site across Fairview Street. <br />Noise generated during construction would be dependent on the types of construction equipment <br />used during construction activity, site geometry (i.e., shielding from intervening terrain or other <br />structures), and the distance between the noise source and receiver. Noise from construction <br />equipment would be audible at sensitive receivers surrounding the project site, the closest of which <br />are immediately north, east, and south of the project site. <br />The anticipated construction noise levels were calculated using the Federal Highway <br />Administration's (FHWA) Roadway Construction Noise Model (RCNM). This model factors in <br />distance from construction noise equipment to receiver, construction vehicle mix, presence or <br />absence of shielding from existing walls, and average daily noise levels to calculate noise levels at <br />residences surrounding the project site.
