The access control system will be integrated into the camera system so in the event of an <br />alarm on the access control system, such as when a locked door is forced open, a camera monitoring <br />that door would appear on the security station monitor to alert administrators. The ability to <br />perform a lock -down of the campus or an individual building in the event of an emergency will be a <br />requirement of the system. <br />Most buildings will contain intrusion detection systems. This system will be monitored by a <br />contracted security company who will also be responsible for periodic nighttime patrols. A <br />perimeter alarm system would also be installed to alert security personnel if someone has crossed a <br />security boundary such as a fence or a wall. in summary, the proposed project would comply with <br />City principles and SAPD guidelines, as well as implernent a project - specific safety and security plan. <br />As a result, the proposed project would not result in substantial adverse physical impacts associated <br />with the provision of new or physically altered governmental facilities, the construction of which <br />could cause significant environmental impacts in order to maintain acceptable service ratios, <br />response times, or other performance objectives for police protection services. Therefore, the <br />proposed project would have a less- than - significant impact on police protection services. <br />a3. Schools? <br />No Impact. The proposed project would not result in adverse impacts to schools. The Orangewood <br />Children's Foundation has identified a long -term need for special educational programs for Orange <br />County foster children and educationally at -risk high school students. To meet this need the <br />proposed project would construct a residential charter high school that would consist of four <br />education buildings, three residential buildings, and one adrninistrative support building to <br />accommodate 450 students (at full occupancy of Phase 11), 80 of which would reside onsite. <br />As discussed in Section X111, "Population and Housing," the proposed project would not stimulate <br />population growth. As a result, the proposed project would have no adverse impact on schools. In <br />contrast, the proposed project could have a beneficial impact on school services by providing <br />additional capacity for high school students. Therefore, no impact would occur. <br />a4. Parks? <br />No Impact. The proposed project would not result in adverse impacts to parks. Physical impacts to <br />parks are usually associated with population in- migration and growth, which increase the demand <br />for public services and facilities. As discussed in Section X111, "Population and Housing," the <br />proposed project would not increase the local population. Furthermore, as part of the proposed <br />project, a gymnasium, theater, and fitness area would be constructed for use by the project. <br />Therefore, the proposed project would not result in an increased demand requiring the need for <br />new or physically altered parks and no impact would occur. <br />a5. Other public facilities? <br />No Impact. The proposed project would not result in adverse impacts to other public facilities. As <br />discussed above, physical impacts to public services are usually associated with population in- <br />migration and growth, which increase the demand for public services and facilities. As discussed in <br />Section XiI1, "Population and Housing," the proposed project would not increase the local <br />population. Furthermore, as part of the proposed project, a gymnasium, theater, and fitness area <br />would be constructed for community use.
