City of Santa Ana Environmental Checklist <br />from vehicles attempting to shorten their trip through the neighborhood, and the majority of trips <br />ultimately heading west on Westminster Avenue are anticipated to use the intersection of Fairview <br />Street at 17th Street /Westminster Avenue. <br />Based on the Phase 11 project trip assignment and shown in Table 3 -25, the project cut - through trips <br />would not result in a significant impact on Huckleberry Road, Strawberry Lane, and Sydney Street <br />because the daily volume increase would be less than 16 %. <br />Table 3 -25. These values represent the one -way outbound daily project generated <br />trips based on a 50% reduction rate of the daily project trip estimates from <br />the Trip Generation, 8th Edition (1TE 2008). <br />Source: Felir & Peers, 2012 <br />Additionally, to provide a conservative worst -case analysis, Phase II -only peak hour volumes were <br />added to existing peak hour volumes to compare the percent change. Table 3 -26 summarizes the <br />percent change in peak hour volumes from existing conditions with the addition of Phase 11 only <br />traffic volumes. As shown in Table 3 -26, the project cut - through trips would have a less -than- <br />significant impact on Huckleberry Road, Strawberry Lane, and Sydney Street because the increase in <br />daily volumes is less than 6% in the AM peak hour and less than 3% in the PM peak hour along each <br />roadway. <br />Table 3 -26.
