City of Santa Ana Environmental Checklist <br />footage. This methodology determined that the project would generate a wastewater demand of <br />25,992 gallons daily or 0.0260 mgd at full operating capacity of Phase H. <br />Sewer flow monitoring was conducted for 7 days In March 2012 to determine the existing <br />wastewater flows within the reach identified in the City's Sewer Master Plan as MH F05 -004 to MH <br />FOS -005, which is the reach with the highest depth of flow to pipe diameter Cd /D) ratio of the <br />system sewing the site, and is identified as being planned for capacity enhancements in the Sewer <br />Master Plan. <br />As described above, the proposed project is expected to generate a wastewater demand of 25,992 <br />gallons daily or 0.0260 mgd at full capacity of Phase 1I. This wastewater treatment need is already <br />accounted for by OCSD. The project will be served by the existing Fountain Valley Wastewater <br />Facility. The anticipated flows from the project at full capacity of Phase It of 0.0260 mgd, is <br />approximately 0.00029% of the 97 mgd that is currently treated daily at the Fountain Valley facility. <br />In comparison to the upgraded plant design capacity of 180 mgd, the project would represent <br />0.00014% of daily flows. As described in XVIi.a., the treatment plant design capacity can <br />accommodate the proposed project, and the project would not result or require the construction of <br />new wastewater treatment facilities. <br />However, after reviewing the sewer flow monitoring data and the City's Sewer Master Plan, the City <br />of Santa Ana Water Engineering Division has concluded that the existing 12" sewer main in <br />Westminster Avenue, (between Clinton Street, and Harbor Boulevard) is at capacity, and cannot <br />meet the sewer discharge need of the proposed project. Subsequently, and pursuant to the City's <br />Sewer Master Plan, the City is beginning to design, bid, and construct a new upgraded replacement <br />for the said sewer main in Westminster Avenue, The City's sewer improvement is anticipated to be <br />completed by December 2012. Because the proposed project is not scheduled to connect to the <br />sewer until January 2013 and will not commence school activities until August 2013, impacts <br />related to sewer infrastructure is not anticipated to occur. To ensure that impacts to sewer services <br />and facilities do not occur, Mitigation Measure UTL -1 has been included, which restricts operations <br />of the project until it can connect to the City Sewer System after completion of the construction of <br />the replacement sewer main in Westminster Avenue. With implementation of ULT -1, the project <br />would result in less- than - significant impacts to wastewater facilities. <br />Mitigation Measure UTL -1: The City of Santa Ana Planning and Building Agency shall not issue a <br />certificate of occupancy to the proposed project prior to completion of the City's sewer main <br />replacement and improvement project located in Westminster Avenue, between Clinton Street and <br />Harbor Boulevard. <br />c. Require or result in the construction of new stormwater drainage facilities or expansion of <br />existing facilities, the construction of which could cause significant environmental effects? <br />Less -than- Significant Impact. The proposed project site is currently covered with large areas of <br />impervious surfaces that consist of building pads, parking lot pavement, and concrete walkways. <br />Smaller areas of landscaping exist along North Fairview and within the parking area. The proposed <br />project would redevelop the site with school uses, which would result in 2% less impervious <br />surfaces on the project site, and likewise result in a slight decrease in surface water runoff when <br />compared to existing conditions. The proposed project is surrounded by urban and built -up uses <br />that currently rely on existing stormwater drainage facilities.
