<br />Because the project would utilize less water daily and annually than the previous site use, and
<br />because the City projected to have an annual water surplus with the previous greater water
<br />demanding land use, the proposed project would not require new or expanded water entitlements.
<br />Sufficient water supplies would be available to serve the project from existing entitlements and
<br />resources, and no new or expanded entitlements be needed to serve the project. Therefore, project
<br />impacts related to water resource entitlements are less than significant.

<br />Less - than - Significant Impact, The OCSD provides for the collection, treatment, and disposal of
<br />wastewater for a 479 square -mile area in central and northwestern Orange County, including the
<br />proposed project site. The OCSD treats about 207 million gallons on a daily basis at the Fountain
<br />Valley and Huntington Beach Wastewater Treatment Plants, combined (OCSD 2012). As described
