Does the project have the potential to degrade the quality of the environment, substantially <br />reduce the habitat of a fish or wildlife species, cause a fish or wildlife population to drop below <br />self - sustaining levels, threaten to eliminate a plant or animal community, reduce the number or <br />restrict the range of a rare or endangered plant or animal, or eliminate important examples of <br />the major periods of California history or prehistory? <br />Less - than - Significant Impact with Mitigation Incorporated. The project site currently consists of <br />an undeveloped disturbed redevelopment parcel surrounded by a roadway, a convalescent hospital, <br />and residential development. The site consists of large areas of asphalt, cement, building pads, and <br />scattered areas of ornamental landscaping. No sensitive plant or animal species exist onsite, and <br />habitat to support sensitive species also does not exist. Further, there are no wetland areas or <br />migration routes on the project site. However, the existing trees onsite have the ability to host <br />nesting birds, and as a result, a mitigation measure is included in Section IV, "Biological Resources," <br />to reduce potential impacts to nesting birds to a less- than - significant level. Impacts to nesting birds <br />would be reduced to a less -than- significant impact with the incorporation of pre - construction <br />survey (MM- BIO -1).
