City of Santa Ana <br />Environmental Checklist <br />vicinity of the proposed project area is not anticipated. As shown on Figure 3 -10, the closest project <br />is the Wintersburg Presbyterian Church expansion project, which is approximately 350 feet away <br />from the project site, and across North Fairview Street. The opening year for the Wintersburg <br />Presbyterian Church project is 2012, and construction would be completed prior to construction of <br />the proposed project. Thus, a cumulative construction noise impact related to these two projects <br />would not occur. <br />All other cumulative projects are located beyond hearing distance from the project site. Thus, noise <br />from the proposed project would not create a cumulatively considerable impact if construction time <br />frames overlapped with the other projects shown on Figure 3 -10. Therefore, construction noise <br />from the project is not anticipated to combine with construction noise from other projects, and <br />construction noise from the proposed project would not be cumulatively considerable. Further, as <br />described in Section XII, "Noise," the City Municipal Code limits construction activities to between <br />the hours of 7:00 a.m. and 8:00 p.m., Monday through Saturday, and also prohibits construction <br />activities on Sundays and public holidays. Because compliance with this construction time limit is <br />required by the City Municipal Code, the proposed project and all other cumulative development <br />would be exempt, and the cumulative impact associated with construction noise in the Santa Ana <br />area would be considered less than significant. Lastly, because construction - related noise generated <br />by the proposed project would be mitigated by implementation of the noise control measures <br />provided in NOI -1, construction of the project would not result in a cumulatively considerable <br />impact. <br />Cumulative traffic noise impacts are considered for the buildout year 2035. The TIA was used to <br />determine potential traffic- related noise impacts from the proposed project. The future roadway <br />network surrounding the project site was modeled using the TNM noise model with the buildout <br />year traffic volumes with and without the project.
