Page 8 <br />functionally add 23 spaces to the site supply, increasing that supply to 169 <br />spaces. With the latter management technique, parking demand would balance <br />entirely on site. <br />A "full house" bleacher configuration in the gymnasium would require a <br />supply of up to 220 spaces, thus requiring off -site support by 51 to 74 spaces. <br />To the extent that any portion of the 40 basketball or volleyball home games <br />do not produce "full house" crowds, the parking demand would be <br />proportionately less. Working backwards, a maximum supply potential of 169 <br />on -site spaces would balance with game attendance levels no greater than 370 <br />persons. <br />A "full house" gymnasium floor event increases the forecast "design level' <br />event parking needs to 243 spaces, translating to an off-site need of 74 to 97 <br />spaces. <br />Ignoring the venue capacity calculations as summarized above, the range of <br />parking needs associated with the menu of events as defined by the project <br />sponsor tops out at 272 spaces. When contrast with a supply of 146 marked <br />on -site spaces, this suggests an off -site need (via agreement) of at least 126 <br />spaces, noting further that the managed on -site supply (due to event period <br />conversion of the drop off/pick up lane) could grow by 23 spaces, thus <br />reducing the on -site shortfall to 103 spaces. <br />The Table I array and findings indicate that the needs for off-site parking during <br />Academy events as described previously could range from essentially "zero' to a <br />rounded value of 130 spaces. In circumstances such as these, and as noted previously, <br />it is common to secure by agreement available off -site (and off-street) parking from <br />other venues, Church sites are a logical candidate for these agreements because the <br />"rhythm" of their parking demands can be complimentary to the schedule of events <br />forecast at the Academy, particularly when Academy events are scheduled to respect <br />the terms and parking availability periods of such an agreement. <br />As noted previously, Wintersburg Presbyterian Church, which has approximately 298 <br />parking spaces, is essentially diagonally opposite the Academy site at 2000 Fairview <br />Street and a very viable candidate for such an agreement because of proximity, on- <br />foot convenience versus the need for shuttle, and schedule/operational pattern. Other <br />more distant church sites include Orange View Church of Christ (13211 Fairview St, <br />Garden Grove, approximately 169 spaces) and Formosan Presbyterian Church (13072 <br />Fairview St, Garden Grove, 78 spaces). <br />This report recommends securing a parking agreement in support of Academy events <br />as framed in Table I with Wintersburg Presbyterian Church.
