City of Santa Ana <br />Project Description <br />maximum of 80 will continue to reside onsite. The Academy's operational staffing will include a total <br />of 72 positions, which include the following personnel: <br />• 41 educational personnel during school hours for full occupancy of Phase 1, <br />• 7 additional educational personnel would be needed during school hours for full occupancy <br />of Phase I1, providing a total of 48 educational staff for operation of the project buildout. <br />• 9 personnel would be onsite overnight year -round for residential staffing, <br />• 15 additional personnel would be onsite during normal business hours year - round. <br />The Academy classes will be arranged in a block schedule, which allows for classes of one hour and <br />fifty minutes in length. The school day begins at 8:00 a.m. and finishes at 3:15 p.m. and consists of <br />core academic classes as well as career - related courses, lunch, and physical education. The <br />administrative support building will be occupied by staff during normal business hours, and the <br />residential buildings will be occupied by staff and students 24 -hours per day. <br />As described above, the residential component of the project will serve up to 80 foster youth in <br />attendance at the Academy. The on- campus residence will be licensed by the State of California <br />Community Care Licensing Division and will adhere to the highest standards of care. The youth will <br />have 24 -hour supervision in a home -like setting. The Academy will partner with an experienced <br />licensed group care provider for the administration of the residential program. Each family unit will <br />be headed by a set of house parents who will each work with the 10 youth under their care. <br />Onsite security is part of the project design and operations. The design of the Academy project <br />provides the ability to secure the entire campus with two large vehicular gates at the north and <br />south entrances to the site, which will prevent vehicle entrance to the campus during non - school <br />hours. There will also be pedestrian gates at the primary entrance points to the campus to allow <br />restricted pedestrian access. Only the visitor parking fronting Fairview Road will be accessible <br />throughout the day and in the evenings. Furthermore, the Academy, in conjunction with Santa Ana <br />police and fire departments, is preparing an emergency preparedness handbook drafted specifically <br />to meet the needs of the school site. This handbook will include emergency response plans for fire, <br />flood, earthquake, terrorist threats, and hostage situations. <br />Access to buildings will be controlled using a key fob system. Key fobs will be programmed <br />specifically for each individual, allowing them access to specific buildings and classrooms based on <br />their employee responsibilities or student status. The entire campus will be equipped with an <br />extensive security camera system that will monitor any illegal or suspicious activity on campus <br />either during school or after hours. <br />Construction <br />Construction of Phase I is anticipated to take approximately 13 months to complete. Construction of <br />Phase Il is anticipated to take 12 months. As listed in Table 2 -3, the project consists of various <br />phases of activities over the construction period. As shown, the estimated maximum number of <br />construction workers onsite at any one time would be 90, which would occur during Phase I <br />construction.
