City of Santa Ana <br />Environmental Checklist <br />vertical presence. The trees are the landscaping remnants of the site's former hospital and medical <br />center buildings. With these buildings gone the landscaping no longer has context and the existing <br />tree placement appears random; their aesthetic appeal is compromised. The smaller shrubs in the <br />raised planting pits are in poor condition due to a.lack of irrigation. <br />A temporary 25 -foot tall aggregate stockpile in the northeast corner of the property is a visual <br />incongruity, which gives this portion of the site an industrial character. In addition, the power poles <br />located along the site's southern boundary give it an industrial character. In summary, the baseline <br />onsite visual conditions are inharmonious with the developed viewshed of the project vicinity, <br />which is mostly a densely developed urban landscape. <br />Key Observation Points <br />Key observation points (KOPs) are public vantage points with views of the project site which <br />may /will change from the baseline conditions as a result of project implementation. Because of the <br />presence of the built environment, public views of the project site are associated with streets which, <br />in an urban environment, create openness and consequently provide view corridors and public <br />viewing locations. During the field reconnaissance investigations conducted on January 17, 2012,18 <br />candidate KOPs (cKOPs) were identified and photographed. Figure 3 -3 is an aerial photograph of the <br />project's vicinity showing the location and spatial distribution of the cKOPs. <br />While all the cKOPs were from public vantage points, most are considered as also representing <br />similar views which could be expected from residences in the immediate vicinity of the cKOP. The <br />18 cKOPs were evaluated for their relative visual sensitivity, and narrowed down to the top four <br />KOPs that represent the highest sensitivity or are representative of general views of the project. <br />These top four KOPs are described below, and are used for the visual simulations that are provided <br />in Figures 3 -4 through 3 -7. <br />KOP 3 <br />KOP 3 is located at the terminus of Huckleberry Road in Edna Park, which is adjacent to the east of <br />the Santa Ana River. The KOP is approximately 500 feet from the project site, and also within a <br />residential neighborhood. This view provides context of the existing residential neighborhood and is <br />representative of views in the park or adjacent residential area. This KOP is deemed sensitive <br />because it is from a public recreation area. <br />KOP 9 <br />KOP 9 is located near 2309 Strawberry Lane. The KOP is located in close proximity to the project <br />site, just 40 feet from the eastern wall of the project site. KOP 9 is within a residential area located <br />between the project site and the Santa Ana River. This view provides context of the existing <br />residential neighborhood and is representative of the private residential views in the area. This KOP <br />is deemed sensitive due to proximity, concern level, and pervasiveness of the view. <br />IX61zEI <br />KOP 14 is located at the northwest intersection of Huckleberry Road and North Fairview Street; <br />specifically, 2501 Huckleberry Road and the 1900 block of North Fairview Street on the public <br />sidewalk. The view direction is east approximately 100 feet from the western project boundary. This <br />view faces directly across Fairview Street toward the project site.
