Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute the attached Construction <br />Reimbursement Agreement with the Santa Ana Unified School District (SAUSD) for the <br />construction of a community center at Garfield Elementary School in an amount not to <br />exceed $2,375,000, subject to SAUSD Board approval, and non-substantive changes <br />approved by the City Manager and City Attorney. <br />2. Authorize the City Manager and Clerk of the Council to execute the attached Joint Use <br />Agreement with the Santa Ana Unified School District for Garfield Elementary School, <br />subject to SAUSD Board approval, and non-substantive changes approved by the City <br />Manager and City Attorney. <br />3. Approve the project funding as follows: Construction Reimbursement Agreement <br />$2,375,000, Inspection/Oversight $237,500, and Contingencies $237,500, for a total <br />estimated cost to the City of $2,850,000. <br />DISCUSSION <br />On October 18, 2010, the City Council took several actions pertaining to the financing and <br />development of a 10,000 square foot community center at Garfield Elementary School, allocating <br />$2.5 million in Community Development Block Grant (CDBG) funds for the design and <br />construction of the project, and authorizing staff to negotiate a Joint Use Agreement with the <br />SAUSD. The concept of a community center evolved out of the extensive outreach effort <br />conducted for the Station District housing project, and associated Transit Zoning Code. The <br />proposed community center is being developed in partnership with the SAUSD in conjunction <br />with renovation and expansion of the subject school facilities (Exhibit A of Exhibit 1 <br />[Reimbursement Agreement]). Since the time of the original funding action, staff has been <br />working diligently with SAUSD staff to facilitate the project, with SAUSD serving as the lead on <br />25H-1
