8/8/12 LES <br />RESOLUTION NO. 2012- <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA <br />SUPPORTING THE TRANSFER OF ONTARIO INTERNATIONAL <br />AIRPORT TO LOCAL CONTROL OF THE CITY OF ONTARIO <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. Located within the city limits of Ontario, Ontario International Airport <br />(ONT) is currently operated by Los Angeles World Airports through a <br />Joint Powers Agreement. <br />B. According to the City of Ontario, ONT has lost over one-third of its <br />passenger traffic over the past four years, costing the Inland Empire <br />economy $500 million annually, along with 9,250 jobs. <br />C. Local control of airports has been shown to be conducive to <br />development of successful regional airports because the airport <br />sponsor has a vested interest in the airport making the greatest <br />contribution to its economy. Under local control, ONT can more quickly <br />rebound to serve the Southern California region more effectively. <br />D. Transferring ONT back to the City of Ontario would provide local <br />governments the ability to restructure the airport's operations, reduce <br />costs, and increase marketing and promotion of the airport. These <br />actions would ensure that Southern California has the airport capacity <br />needed in the long term in order to protect its economy. The <br />responsibility for ONT's success would then be in the hands of the <br />party that has the most to gain from it. <br />E. Effective regionalization of ONT through local control is in the best <br />interest of Southern California cities that rely upon ONT as a service <br />provider. The effort by the City of Ontario to gain local control of the <br />ONT has been supported by a significant number of Southern <br />California government agencies and municipalities including the cities <br />of Laguna Niguel and Newport Beach. <br />Section 2. The City of Santa Ana hereby expresses its support of the transfer <br />of Ontario International Airport to local control of the City of Ontario. <br />Section 3. The City of Santa Ana hereby requests the cities of Los Angeles <br />and Ontario to commit the necessary resources and effort to affect the transfer to <br />local control at the earliest possible date. <br />55B-3
