IV. CDBG Narrative Statements <br />A. ASSESSMENT OF RELATIONSHIP BETWEEN USE OF CDBG FUNDS AND PRIORITY NEEDS, GOALS AND SPECIFIC <br />OBJECTIVES IDENTIFIED IN THE CONSOLIDATED PLAN <br />The following narratives provide an overview of the City's actions during the report period <br />demonstrating the relationship between the expenditure of CDBG funds and efforts to address <br />priority needs, goals and objectives identified in the 2010 -2014 Consolidated Plan. <br />1. RELATIONSHIP BETWEEN CDBG EXPENDITURES & HIGHEST PRIORITY ACTIVITIES <br />The City's 2010 -2014 Consolidated Plan identified several high priority activities slated for <br />implementation as a means to address priority housing and community needs. During the report <br />period, the City allocated substantial resources to meet these high priority needs to fund activities <br />such as street and park improvements, anti -crime programs, senior services and code enforcement. <br />EXHIBIT 6 provides a summary of 2011 -2012 accomplishments that address high priority needs. <br />EXHIBIT 7 (CDBG ACTIVITY SUMMARY REPORT - GPR) provides additional detailed expenditure and <br />accomplishment data. <br />2. CDBG FUNDS USED TO MEET AFFORDABLE HOUSING GOALS <br />Fourteen housing units were rehabilitated with CDBG funds during the report period. Incomes of <br />the households assisted by these programs are listed in below: <br />TABLE 11 - 2011 -2012 CDBG HOUSING ACCOMPLISHMENTS <br />CDBG funding was also expended during the report period for park improvements and the <br />reconstruction of streets in Low- and Moderate - income neighborhoods. These public <br />improvements represent a critical investment in the revitalization of neighborhoods. <br />3. LOWER INCOME BENEFICIARIES <br />CDBG funds may be utilized to meet one of three national objectives: 1) elimination of slums and <br />blight; 2) urgent need, or; 3) benefit low- and moderate - income persons.
