AECOM <br />City of Santa Ana Climate Action Plan EIR <br />preparation of CEQA- required public notices (i.e., Notice <br />of Completion [NOC], Notice of Preparation of an EIR, <br />Notice of Availability of an EIR, and Notice of <br />Determination [NOD] after project approval); and <br />coordination between the City, ICLEI -USA, and AECOM. <br />Task 1: Project Initiation and Organization <br />AECOM will attend a kick -off meeting with City staff prior to <br />commencing work on the environmental document. Subjects <br />for review and discussion at the meeting will include, but are <br />not limited to: <br />establishing and confirming the scope of work, level of <br />analysis, budget, schedule, and communication <br />protocols; <br />identifying project databases, sources of information, <br />and key contacts; and <br />identifying key issues known to be of concern to <br />agencies, interest groups, and the public. <br />The City will provide specific technical studies prepared to <br />date for similar projects, applicable exhibits, project <br />description details, and materials to support development of <br />the environmental document at the kick -off meeting. If <br />additional data is required, AECOM will submit a memo <br />detailing data needs to the City, along with recommendations <br />on how best to fill them. <br />Task 1 Deliverables: <br />Memo detailing data needs (if necessary) — electronic <br />submittal <br />Task 1 Meeting: <br />One project kick -off meeting to be attended by the <br />AECOM Project Manager <br />Task 2: Notice of Preparation and Initial Study <br />AECOM will prepare an Initial Study /Notice of Preparation <br />(IS /NOP) that includes a project description based on <br />information to be provided by the City and project team and <br />a summary of the probable significant effects on the <br />environment. The NOP will describe where relevant project <br />documents are available for review, where written comments <br />on the scope of the EIR may be sent, and the deadline for <br />submitting comments. The NOP will also identify the date and <br />location of a public scoping meeting to be held for the <br />project. <br />The CAP will be focused on creating changes in the <br />transportation system and efficiencies in utilities and energy <br />infrastructure. Based on the limited focus of the CAP itself, <br />the following CEQA issue areas are anticipated to be focused <br />out as part of the IS /NOP and not evaluated further in the <br />EIR: <br />Aesthetics <br />Agricultural and forestry resources <br />Biological resources <br />Cultural resources <br />Geology and soils <br />Hazards and hazardous materials <br />Hydrology and water quality <br />Land use and planning <br />Mineral resources <br />Population and housing <br />Public services <br />Recreation <br />AECOM will prepare a draft IS /NOP for review by City staff <br />(electronic version). Following review, AECOM will revise the <br />IS /NOP and produce CD copies and hard copies of the final <br />document. AECOM will deliver the IS /NOP to the State <br />Clearinghouse and arrange for publication of the notice in a <br />newspaper of general circulation (i.e., Orange County <br />Register). The City will deliver the IS /NOP to responsible and <br />trustee agencies and other interested parties. The IS /NOP will <br />be circulated for public comment for 30 days, as required <br />under CEQA. <br />One scoping meeting (assumed 2 hours, attended by the <br />AECOM Project Manager) will be held during the NOP <br />comment period. AECOM will prepare comment cards and a <br />PowerPoint presentation for the scoping meeting and will <br />present an overview of the environmental review process for <br />the project. <br />Following the conclusion of the 30 -day comment period for <br />the IS /NOP, City staff and AECOM will review comments <br />received on the IS /NOP to determine whether new issues <br />have been raised that are not anticipated in this scope of <br />work. If additional topics are identified that require further <br />evaluation in the EIR, AECOM will prepare a refinement to <br />the scope of work, budget, and schedule and will undertake <br />the additional work only upon written authorization by the <br />City. <br />Meetings: <br />One scoping meeting (2 hours) attended by AECOM <br />Project Manager <br />Task 2 Deliverables: <br />
